Overview
UNESCO is seeking experienced consultants to conduct a feasibility study for the establishment of the African Institute in Indigenous Knowledge Systems (AIIKS) as a Category II Centre (C2C). This study will assess the alignment of AIIKS with UNESCO’s mission and determine its potential contribution to the achievement of UNESCO’s strategic priorities in the areas of natural sciences and indigenous knowledge.

Background Information
UNESCO, in partnership with the Government of South Africa, proposed the African Institute in Indigenous Knowledge Systems (AIIKS) for Category II Institute status under the auspices of UNESCO. The AIIKS aims to support the development of African Indigenous Knowledge Systems (AIKS) and contribute to global knowledge and sustainability through research, innovation, and community-centered practices.
Before granting this status, UNESCO requires a comprehensive feasibility study to assess the alignment of AIIKS with UNESCO’s principles and operational needs. The study will focus on both operational and financial feasibility to ensure that AIIKS is capable of meeting UNESCO’s strategic objectives and can operate effectively and sustainably.
Scope of Work
The feasibility study will be structured into two primary areas of assessment:
A. Operational and Programmatic Alignment:
- Evaluate AIIKS’ alignment with UNESCO’s Medium-Term Strategy and Approved Programme and Budget (C/4 and C/5).
- Assess regional and global needs for AIIKS and how it will fill existing knowledge gaps.
- Review potential partnerships with governments, academic institutions, NGOs, and other stakeholders.
- Ensure that AIIKS’ activities complement UNESCO’s broader goals without overlapping with other Category II Centres or similar initiatives.
B. Financial and Governance Framework:
- Assess the financial viability and sustainability of AIIKS.
- Review the legal and operational frameworks of AIIKS, including governance structure and organizational autonomy.
- Evaluate the institution’s financial model and long-term sustainability plans.
Methodology
The selected team will employ the following methods:
- Document review (desk study).
- Interviews with key stakeholders such as UNESCO staff, governments, academic experts, and potential funders.
- Surveys or questionnaires to gather additional insights from relevant parties.
Deliverables
The consultant team is expected to produce the following deliverables:
- Inception Report: Detailed methodology, timeline, and approach.
- Draft Feasibility Report: Key findings and recommendations, presented for feedback.
- Final Feasibility Report: Comprehensive report including:
- SWOT analysis (Strengths, Weaknesses, Opportunities, Threats).
- Alignment with UNESCO’s strategic goals.
- Risk assessment and mitigation strategies.
- Legal, governance, and financial recommendations.
Duration
- The consultancy is expected to last up to 6 weeks.
- The consultant team should define key milestones, including the submission of draft and final reports.

Required Qualifications
Team Leader (Consultant 1):
- Expertise in UNESCO’s strategic areas, especially in relation to Category II Centres.
- Experience conducting legal, financial, and operational assessments of institutions.
IKS Expert (Consultant 2):
- Proven track record in advancing African Indigenous Knowledge Systems (AIKS) and Intangible Cultural Heritage (ICH).
- Experience in conducting feasibility studies related to global or regional epistemic justice.

Selection and Recruitment Process
