Purpose of consultancy
To contribute to the development of AMR curriculum assessment tools for pharmacy and nursing education; and to support youth engagement and AMR awareness-raising activities.
Deliverables
- Deliverable 1: A draft AMR curriculum assessment tool for pharmacy education produced, based on review of pharmacy curricula in at least 5 countries, publications on AMR-related core competencies of pharmacists and peer reviewed publications and reports in this regard. The draft tool should be improved based on feedback from relevant WHO departments and regional offices.
Expected by: 31 May 2025 - Deliverable 2: Global experts on AMR and pharmacy education identified, and external contributors recruited following assessment of declaration of interests. At least two rounds of feedback should be collected from the external contributors on the draft AMR Curriculum Assessment Tool for Pharmacy Education. Expected by 30 June 2025
- Deliverable 3: Revised curriculum assessment tool for pharmacy education, based on a peer-review process, including at least two peer reviewers for each tool.
Expected by: 31 July 2025 - Deliverable 4: Reports of country piloting of the curriculum assessment tool for pharmacy education. Country pilot planned in consultation with the respective WHO Regional and Country offices. The pilot should include a mapping of universities for piloting the tool and curriculum assessment workshops conducted in those universities using the tool.
Expected by: 31 August 2025 - Deliverable 5: Revised curriculum assessment tools for pharmacy education, based on feedback and insights collected during the piloting process, through key informant interviews with relevant faculty members at the universities, and in alignment with WHO standards.
Expected by: 30 September 2025 - Deliverable 6: At least 5 WHO Country Offices sensitized about the AMR curriculum assessment tools, based on advice of WHO Regional Offices.
Expected by: 31 October 2025 - Deliverable 7: Report of the work done to engage youth on AMR, as part of the AMR Awareness, Campaigns and Advocacy unit’s work.

Qualifications, experience, skills and languages
Educational Qualifications
Essential:
- An advanced university degree (master’s or above) in pharmacy.
Desirable:
- Certification or training in curricula development, health workforce training or other related field.
Experience
Essential:
- At least 5 years of relevant experience in:
- Education and training of pharmacy professionals; and
- Evidence synthesis on issues of public health importance and preparation of policy briefs and reports.
Desirable:
- Experience in leading or contributing to projects on Antimicrobial Resistance.
- Experience in pre-service curricula development and implementation.
- Experience in developing and implementing advocacy campaigns in public health.
Skills/Knowledge
Essential:
- Expertise in researching and analyzing existing health worker training programs, curricula, and educational materials
- Proficiency to translate complex public health information, peer reviewed publications and research findings into clear, concise, and engaging learning content
- In-depth knowledge of antimicrobial resistance (AMR) and its impact on public health
- Ability to design and facilitate a consultative process to develop guidance documents and reports
