Purpose of the Consultancy

The proposed consultancy will develop a case study on design, implementation and evaluation of a mechanism for country offices to support their respective health ministries in effectively managing externally/internally funded awards and programmes in a country office setting.

Background

The role of the Country Support Unit (CSU) is to provide support for the establishment of effective leadership of WHO’s work at the country level, particularly in the Region, and to promote integrated and cross-programmatic country support among technical units at the Regional Office and country offices.

As part of CSU’s work, it is proposed to develop a framework and capacity building agenda for supporting country offices in the role of coordinator of international support and funding of the health sector. 

The deliverable will be a case study on the Philippines that shall include elements, such as a framework for coordinating and managing international support from the perspective of the Department of Health (DOH), an operational structure and the process for coordinating and managing international support and funding. The case study will also include a draft terms of reference for an office within the Secretary of Health that can serve as template for adoption by Member States. 

Deliverables

Output 1: Develop a framework for the coordination and management of international funding and programme support to health from the perspective of the Philippine DOH. 
Output 2: Propose an operational structure and process for DOH to coordinate international funding and programme support to health.
Output 3: Case study on the Philippines for coordinating and managing international funding and programme support to health.

Methods/scope of work

1) Assess the implementation status of various foreign-assisted projects in the DOH
2) Identify challenges and opportunities in the coordination and management of international funding and program support to health.
3) Review of strategic global health concerns (e.g., One Health, Philippine-Pacific Islands Initiative, Pandemic initiative, Emergency Medicine Council, Climate change, etc)
4) Coordinate implementation, monitor performance and troubleshoot challenges in the implementation of foreign-assisted projects
5) Document, disseminate and institutionalize good practices from foreign-assisted projects.

Qualifications, experience, skills and languages

Educational Qualifications 

Essential: Post graduate degree in public health, public policy or closely related field from a recognized university.

Experience

Essential: More than 10 years’ work experience in public health, including several years of experience in a WHO country office and collaboration with UN and other partners.

Skills / Technical skills and knowledge: 

Sound knowledge in planning, implementing and monitoring of health programmes, particularly those areas of work related to coordinating international health funding initiatives and financing strategy.

Language requirements: 

Excellent spoken and written English

Location

The proposed consultant is expected to work at the WHO Country Office in the Philippines, in close coordination with the Country Support Unit, WHO Regional Office, Manila. 

Travel

The Consultant is expected to travel. 

Remuneration and budget 

Remuneration: Pay band C, USD 10,000 – USD 12,500 (monthly)
Duration: 9 months, April to December 2025
