Responsibilities
The primary objective of this consultancy is to provide a comprehensive analysis on the current mainstreaming efforts of the centred approaches and gender sensitivity in Thailand Law’s and Policy on Trafficking in Persons (TIP).
Specific Objectives
- Identify Gaps and Challenges: Identify any gaps or challenges in mainstreaming gender and victim centred approach in the current Act. The gaps and challenges should analyse the clarity of objectives, methodology issues, political and social pressures, data limitations, measurement difficulties, resource constraints, and implementation challenges.
- Identify Opportunities and Proposed Mainstreaming Strategy: Based on the analysis derived from the gap and challenges, the report should also highlight opportunity on how the law can be advance and improve gender sensitivity and victim centered approaches
- Develop comprehensive reports on mainstreaming gender sensitivity and victim centered approaches into Thailand Anti TIP Law.
Expected outputs: The expected output includes a set of recommendations for mainstreaming strategy on victim centered approaches and gender sensitivity.
Scope of analysis: The analysis will cover the analysis of the implementation of Anti-Human Trafficking Act in Thailand.
Methodology: The methodology will involve a thorough review of the Anti-Human Trafficking Act and related policies and interviews with key informant.

Deliverables
Draft Inception Report that includes background, methodology and key informants that will be interviewed to produce the Analysis of the Act focusing on its effectiveness in protecting the rights of victim of trafficking, as well as gaps in applying gender and victim centred approach.

Prepare PPT and present draft of the Inception Report of Analysis to the thematic working group set up by IOM and wider stakeholders to get feedback and inputs

Responsibilities and Deliverables
- Develop research tools and submit it to IOM by the third week of May 2025.
- Draft the report and policy recommendations
- Prepare the PPT based and present the draft to the wider stakeholders during the validation meeting (date to be confirmed).
- Finalize the Report and Policy Recommendations based on the feedback from IOM and stakeholders feedback and submit it by October 2025.
Performance indicators for the evaluation of results
- Satisfactory completion of all tasks listed above
- Timely submission of all key deliverables listed above
- Adherence to IOM Brand Guidelines and other visibility requirements
- Quality of final products.

Qualifications
Education
- Master’s degree or higher from an accredited academic institution.
Experience
- At least 10 years of experience in counter trafficking and human rights issues in Southeast Asia.
- In depth knowledge and experience on the implementation of migration management and protection of vulnerable migrants. This includes knowledge of the international standards, regulations and policies in the field of counter trafficking, labour migration and protection of vulnerable migrants including Unaccompanied and Separated Migrant Children and other vulnerable groups.
- Possesses knowledge and skills on gender sensitivity lens and victim centred approach.
- Significant practical experience and knowledge of working with diverse national stakeholder groups, including with governmental partners on the development of networks, working groups, common standards and procedures, advocacy and technical capacity development on migration related issue.
- Experience working with an international or intergovernmental organization.
- Experience working with the Thai Government or other Southeast Asia countries is an advantage.
