About the Role

UNIDO’s Human Resource Management Division oversees staff benefits and welfare, ensuring that policies remain competitive and aligned with international standards. The Senior Health Insurance Specialist will contribute to a strategic review of UNIDO’s health insurance schemes, with the goal of improving value, sustainability, and equity across the organization.

This three-month, fully remote consultancy allows the selected professional to collaborate with UNIDO’s HR Policy and Employee Relations Unit to redesign and optimize health insurance frameworks that serve both headquarters and field staff.

Key Responsibilities

The consultant will be responsible for a range of technical and analytical tasks, including:

  • Assessing current plans: Reviewing all existing health insurance systems, including fully insured and self-insured models, to identify coverage gaps and areas for improvement.
  • Market and benchmark analysis: Conducting a comparative study of global insurers that cater to intergovernmental and nonprofit organizations, focusing on product design, cost structures, and administrative efficiency.
  • Claims trend analysis: Reviewing historical data to forecast health insurance claims, anticipate future risks, and identify strategies such as stop-loss mechanisms to manage high-cost cases.
  • Strategic recommendations: Designing actionable proposals for plan architecture, coverage models, and cost-sharing frameworks suitable for UNIDO’s diverse workforce.
  • Reporting and advisory: Delivering clear, data-driven recommendations and supporting HR leadership with expert advice on implementation.

Candidate Profile

Applicants must hold an advanced degree in public health, insurance management, human resources, law, or business administration. A minimum of 10 years of experience in the health insurance or social security field is required, preferably with exposure to international organizations or large-scale insurance schemes.

The ideal candidate will have strong analytical and negotiation skills, deep knowledge of global health insurance trends, and proven experience in policy design. Fluency in English is essential, while knowledge of another UN language—especially German—is an asset.
