A Critical Role During a Transformative Period
For the past two decades, UN Women has played a vital role in promoting women’s rights, empowerment, and gender equality in Afghanistan. With the rapid deterioration of women’s rights following the Taliban takeover, and the subsequent decline in international funding, UN Women Afghanistan (ACO) has become the organization’s largest and one of its most critical country offices. In 2024 alone, ACO managed a $55 million portfolio and supported operations across six offices—including Kabul and five major provincial hubs.
However, the operating environment remains extremely restrictive, especially for Afghan women staff who face barriers in accessing UN compounds, participating in meetings, and engaging in program work. Donor fatigue, reduced funding streams, and heightened operational constraints have added urgency for adaptive strategies. This consultancy position is established to respond directly to these evolving complexities.

Purpose of the Consultancy
The Programme Review Consultant will conduct a focused assessment to identify practical, actionable solutions that enable Afghan women’s safe and meaningful participation across all UN Women Afghanistan programmes. The assignment has two core components:
- Identifying Entry Points for Women’s Participation
- Mapping Capacity Needs for Afghan Women Staff in New or Realigned Roles
By collaborating closely with ACO leadership, sub-offices, national staff, and technical teams, the consultant will analyze current restrictions and co-create innovative models for engagement, operational adaptability, and staff development.
Key Deliverables
The assignment consists of three major outputs, all due by 30 January 2026:
1. Options Paper / Brief
A comprehensive analytical document that:
- Assesses barriers to Afghan women’s access and participation in meetings and operations.
- Proposes feasible solutions such as remote/hybrid participation, community venues, NGO-based workspaces, deployment to field offices, or roving positions.
- Includes a clear implementation pathway and risk analysis.
2. Capacity Needs Mapping
A structured report detailing:
- Skills gaps, mentoring needs, and training priorities for national women staff transitioning into new or adapted roles.
- A framework for continuous learning, including possible remote learning and tailored development pathways.
3. Presentation of Findings
A concise, high-impact presentation summarizing:
- Key recommendations
- Operational models
- Proposed capacity development mechanisms
This presentation will support dialogue with ACO leadership and key stakeholders.

Who Should Apply?
Applicants must have:
- A Master’s degree + 7 years’ experience, or a Bachelor’s degree + 9 years’ experience in gender, development, human rights, public administration, or related fields.
- Proven expertise in gender equality programming, especially in restrictive, conflict, or humanitarian settings.
- Demonstrated ability to conduct high-quality assessments and develop operational strategies.
- Fluency in English, with additional UN languages considered an asset.
