About the Opportunity
Under its Strategic Plan 2022–2025, the UN Women Regional Office for the Arab States (ROAS) is enhancing evidence-based programming by strengthening gender data systems. For 2025–2026, UN Women is partnering with the World Food Programme (WFP) and OCHA Syria to conduct gender-focused secondary analyses of two landmark datasets:
- Food Security Assessment (FSA) 2025 – Syria
- Multi-Sector Needs Assessment (MSNA) 2025 – Syria
These assessments are pivotal to understanding humanitarian needs at scale. UN Women’s role is to transform complex analytical outputs into compelling narrative reports that highlight gender-specific vulnerabilities and generate actionable recommendations for humanitarian actors.

What the Consultant Will Do
The selected consultant will synthesize quantitative data and thematic insights into two high-quality gender analysis reports. Core tasks include:
1. Inception & Literature Review
- Review methodological notes, questionnaires, and planned analytical outputs.
- Assess key humanitarian documents such as Syria’s HNO/HRP.
- Prepare an inception note with clear outlines for each report.
2. FSA Gender Analysis Report
The consultant will interpret data to identify gender-differentiated vulnerability indicators across:
- Food security patterns among female-headed households
- Outcomes for pregnant and lactating women
- Vulnerabilities faced by adolescent girls, displaced women, or those with disabilities
The report must include methodology, thematic findings, sectoral implications, and evidence-based recommendations.
3. MSNA Gender Analysis Report
This report will examine gendered needs and intersectional vulnerabilities across multiple sectors, including:
- Protection
- Health
- Shelter
- WASH
- Education
- Livelihoods
Recommendations must be tailored by sector and highlight cross-cutting gender mainstreaming strategies.
4. Validation & Presentation
Before final submission, the consultant will integrate feedback from UN Women, WFP, and other technical teams. A PowerPoint presentation summarizing both reports will also be required.

- 12 January 2026 – Inception Note
- 18 January 2026 – FSA Gender Analysis Report
- 22 January 2026 – MSNA Gender Analysis Report
All work is remote, with no travel required.

Required Skills and Experience
To qualify, applicants must have:
- A Master’s degree in social sciences, economics, international development, gender studies, or related fields (Bachelor’s + 7 years may be accepted).
- Minimum 5 years of experience in gender analysis, humanitarian assessments, or crisis-focused research.
- Proven experience drafting analytical reports for UN agencies or INGOs.
- Strong understanding of the Arab States context, especially Syria.
- Ability to interpret quantitative indicators such as FCS, rCSI, HHS, and MSNA variables.
- Fluency in English; Arabic is an asset.
