About IRC and the Strategic Context
The IRC is one of the world’s largest and most experienced humanitarian NGOs, operating in over 40 countries and serving millions of people affected by conflict, disaster, displacement, and crisis. Within IRC, the Crisis Response, Recovery & Development department houses the Awards Management Unit, which oversees the identification, mobilization, and management of donor funding. In recent years, IRC has managed a portfolio of hundreds of millions of dollars in grants and contracts — underscoring the scale, complexity, and urgency of its work.
As IRC expands its funding footprint amid shrinking global humanitarian resources, the role of budgets — not just technical proposals — becomes increasingly strategic. This is where the Senior Budget Development Advisor steps in.

The Role: Strategic Budgeting & Competitive Pricing
The Senior Budget Development Advisor leads the refinement and strengthening of IRC’s budgeting, costing, and pricing systems for public donor proposals. This involves collaborating closely with program finance teams, controllers, and proposal leadership to develop improved tools, templates, workflows, and processes — all designed to increase IRC’s competitiveness in securing donor funding.
Key responsibilities include:
- Implementing robust pricing strategies that balance cost recovery, donor compliance, and price competitiveness, even under tight margins.
- Analyzing different cost recovery models, researching cost drivers such as labor, security, procurement, inflation, and operational overheads to optimize budgets in diverse contexts.
- Developing and rolling out budget preparation tools and training modules globally, building capacity across regional and country teams.
- Reviewing complex solicitations and bids, acting as pricing lead on strategic or challenging proposals, and ensuring budget feasibility, compliance, and competitiveness.
This role functions as both a technical expert and a global capacity-builder, helping IRC standardize and scale budgeting excellence across its worldwide operations.
