UNFPA is Hiring Consultant Job to Co-Lead Independent Evaluation Projects (Remote) with Competitive Salary. Apply Now for 2026
Why This Role Matters
At its core, this consultancy is about evaluation, learning, and accountability. UNFPA is embarking on an independent evaluation of its approach to localization in humanitarian action—a strategic priority that seeks to shift power, resources, and leadership closer to affected populations and local partners. Localization is not only a policy focus but a global commitment emphasizing efficiency, equity, and meaningful engagement of local and national actors in humanitarian response.
By co‑leading this evaluation, the consultant helps UNFPA answer critical questions: Are UNFPA’s partnerships relevant, equitable, and effective in supporting Sexual and Reproductive Health and Rights (SRHR) and Gender‑Based Violence (GBV) work in crises? Do internal systems and funding mechanisms enable or hinder localization? What lessons and good practices can propel future strategies?

Scope of the Evaluation
The evaluation spans multiple dimensions of UNFPA’s humanitarian work:
- Relevance: Does UNFPA’s localization approach align with organizational strategies and partner needs?
- Effectiveness: How well do partnerships with local and national actors contribute to key humanitarian outcomes?
- Efficiency: Do systems, policies, and processes facilitate timely and equitable support?
- Sustainability: Is UNFPA contributing to lasting capacity and resilience through its humanitarian‑development‑peace continuum programming?
The geographic scope is global, covering countries where UNFPA engages in humanitarian action, and the period under review stretches from 2019 to 2025. The consultant will utilize mixed methods—including document review, stakeholder interviews, field missions, and desk analyses—to generate evidence and insights that inform both accountability and learning.
