About the Global Education Monitoring (GEM) Report

The Global Education Monitoring Report is UNESCO’s independent, authoritative assessment of global progress toward Sustainable Development Goal 4, which aims to ensure inclusive, equitable, and quality education for all. The report plays a central role in monitoring international education commitments and examining how education contributes to broader development goals.

Each edition of the GEM Report focuses on a critical theme affecting education systems worldwide, such as equity, inclusion, accountability, leadership, or technology. Its findings are widely used by governments, development partners, civil society organizations, and researchers to inform education policy and reform.

Role Overview: Junior Research Consultant

UNESCO is offering consultancy contracts ranging from 7 to 11 months, with flexibility for remote work. Junior Research Consultants will work under the supervision of the Chief of Education Policy and collaborate closely with teams responsible for global, regional, and country-level outputs of the GEM Report.

This role provides hands-on experience in high-level policy research and exposure to international education systems and data.

Key Responsibilities

The Junior Research Consultants will be responsible for supporting the research and production of the GEM Report and related outputs. Key duties include:

  • Conducting desk research and literature reviews on education policy and SDG-related topics
  • Drafting and revising sections of the Global Education Monitoring Report
  • Supporting regional education reports through research inputs and fact-checking
  • Preparing and updating country education profiles for global education databases
  • Developing case studies, analytical sections, and background papers
  • Assisting with data validation, peer review processes, and editorial revisions
  • Supporting advocacy and dissemination of research findings

Consultants will be expected to deliver high-quality written outputs while working collaboratively in an international and multicultural environment.

Required Qualifications and Skills

Candidates must meet the following minimum requirements:

  • A Master’s degree or equivalent in Education, Economics, Social Sciences, or a related field
  • At least two years of relevant research or analytical experience
  • Strong writing, analytical, and research skills in English

Additional assets include experience in education policy analysis, familiarity with international education indicators, knowledge of SDG frameworks, and proficiency in another UN language such as French or Spanish.
