What the Role Entails
This assignment, open to qualified professionals based in Indonesia, centers on applying the Integrated Data Ecosystem Assessment and Strengthening (IDEAS) Tool, an analytical framework designed to evaluate and improve statistical data ecosystems. The goal is not just academic: it’s to identify where data is lacking and help chart a roadmap for improvement that will support policymakers, humanitarian actors, and researchers alike.

Key responsibilities include:
- Conducting a comprehensive desk review of Indonesia’s statistical landscape — mapping data sources, systems, stakeholders, and where gaps exist, especially in age-disaggregated data relevant to children on the move.
- Leading stakeholder engagement, particularly with Indonesia’s national statistics office and relevant ministries. Fluency in Bahasa Indonesia is essential for these conversations alongside strong English skills for reporting.
- Supporting a multi-day kick-off workshop, bringing together partners to align on objectives, methodology, and immediate next steps.
- Drafting a final analytical report that outlines Indonesia’s statistical system, identifies critical gaps and opportunities, and lays out short-, medium-, and long-term recommendations for strengthening data systems using the IDEAS Tool.
This is a six-month consultancy with clearly phased deliverables — from initial landscape reviews, through evolution of a strategic roadmap, to delivery of a comprehensive assessment report. It is a home-based position in Indonesia, with key engagements expected with partners throughout the assignment.

Who They’re Looking For
UNHCR is seeking someone with a solid background in statistics, public policy, demography, social sciences, or international relations, backed by relevant experience. The ideal candidate has:
- 4–6+ years of professional experience (depending on education level)
- Strong analytical and technical writing skills, capable of synthesizing complex data and policy issues into digestible analysis
- Experience working with multi-stakeholder projects involving government agencies or national statistical offices
- Proficiency in both Bahasa Indonesia and English
Experience with international organizations or direct engagement with government statistical systems is highly valued.
