The World Health Organization (WHO) is seeking an experienced national consultant to support the Jordan Food and Drug Administration (JFDA) in reviewing and aligning its legal framework with the WHO Global Benchmarking Tool (GBT) for medicines and vaccines. Purpose of the Consultancy

The consultancy aims to review the existing legal provisions of the JFDA and identify necessary amendments to ensure full compliance with the WHO GBT, a globally recognized tool for evaluating the maturity of national regulatory authorities. The selected consultant will work closely with both the JFDA and WHO to ensure that all legislative amendments reflect the Institutional Development Plan (IDP) recommendations and international best practices. The ultimate objective is to enable Jordan’s regulatory system to achieve an advanced maturity level, enhancing public health outcomes by ensuring access to quality, safe, and effective medicines and vaccines.

Background

Effective regulatory systems are a critical component of national health systems. The WHO constitution emphasizes that achieving the highest attainable standard of health is a fundamental human right, and regulators play a vital role in ensuring safe and equitable access to medical products. Conversely, weak or inconsistent legal frameworks can create barriers to access.

Through the WHO Global Benchmarking Tool, countries can assess the performance of their regulatory systems, identify gaps, and develop Institutional Development Plans that guide improvements. In line with WHA Resolution 67.20, WHO supports member states in building regulatory capacity, promoting cooperation, and adopting good regulatory practices to ensure transparency and efficiency. This consultancy is part of WHO’s broader mandate to strengthen national regulatory authorities and improve public health systems globally.

Scope of Work

The consultant will be responsible for reviewing, drafting, and consolidating all legal provisions related to the JFDA’s regulatory functions. Key deliverables include:

  1. Methodological Note – A detailed note outlining the proposed approach for providing legal support to the JFDA.
  2. Legal Review – Comprehensive review of existing laws, bylaws, regulations, instructions, guidelines, and policies relevant to the WHO GBT, including:
    • Instructions for Implementing the Principles of Good Clinical Trial Practice and Laboratory Tests Related to Pharmaceutical Studies, 2024
    • Clinical Trials Law, No. 2 of 2011
    • Jordan Food and Drug Administration (JFDA) Law, No. 41 of 2008
    • Drug and Pharmacy Law, No. 12 of 2013
    • Additional relevant legal instruments and regulations.
  3. Drafting Legal Amendments – Preparation of all necessary legislative amendments in coordination with the JFDA and WHO, ensuring alignment with Jordanian law and avoiding contradictions.
  4. Final Consolidated Version – Submission of the comprehensive set of legal provisions and amendments ready for official presentation to the Government of Jordan.
  5. Legal Support During Approval – Assistance throughout the official approval process, engaging relevant authorities including the Legislation and Opinion Bureau, the Prime Ministry, and Parliament as needed.
  6. Final Report – Submission of a detailed report documenting all legal support provided and legislative changes developed.

Qualifications and Experience

Applicants must hold a first university degree in Law, with at least five years of experience in Jordanian legal provisions and legislative amendment processes. Advanced degrees in International Business, Business Administration, or Quality Management Systems are considered advantageous. Expertise in drafting and reviewing legislation, working with national legal entities, and delivering similar international consultancies is highly desirable. Proficiency in English and Arabic is required, along with excellent analytical, drafting, and communication skills.

The consultancy is full-time, based in Amman, Jordan, and expected to be completed over ten working days between January 12 and March 31, 2026. While no international travel is required, occasional field visits within Jordan may be necessary.
