About the Global Education Monitoring (GEM) Report

The Global Education Monitoring Report is UNESCO’s leading annual publication dedicated to tracking global progress toward Sustainable Development Goal 4 (SDG 4): ensuring inclusive and equitable quality education for all. Since its establishment in 2001, the GEM Report has become a key global reference for policymakers, researchers, and development partners.

Each edition of the report includes two major components. The first focuses on monitoring education targets and indicators linked to SDG 4 and other related global goals. The second explores a selected thematic issue in education, providing in-depth policy analysis, case studies, and evidence-based recommendations. In addition to the global report, the GEM team produces regional reports, policy briefs, and online education data tools that support national-level education planning and reform.

Role Overview

UNESCO is recruiting Junior Research Consultants on a home-based consultancy contract lasting between 7 and 11 months, depending on operational needs. Successful candidates will work under the supervision of senior education policy specialists and collaborate closely with the GEM Report team.

The consultants will support research, drafting, and data analysis activities that contribute to global and regional GEM publications, as well as UNESCO’s education monitoring platforms.

Key Responsibilities

Selected consultants will be expected to:

  • Conduct qualitative and quantitative research, including literature reviews and policy analysis
  • Analyze education data and contribute to monitoring SDG 4 progress
  • Draft and revise sections of global and regional GEM Reports
  • Prepare case studies, thematic boxes, and background research notes
  • Develop and update country-level education profiles using standardized templates
  • Support fact-checking, referencing, and editorial quality control
  • Contribute to internal review processes to ensure accuracy and consistency

The role requires managing multiple research tasks simultaneously while meeting strict deadlines.

Who Can Apply?

To be eligible, applicants must hold a Master’s degree or equivalent in education, economics, public policy, international development, or a related field. Candidates should have at least two years of relevant professional or research experience, particularly in education systems, policy analysis, or data-driven research.

Strong research and writing skills in English are essential. Experience with education data, international development research, or policy reporting is highly desirable. Knowledge of additional UN languages such as French, Spanish, Arabic, Chinese, or Russian is considered an asset.
