Job Responsibilities:

  • Coordinate the implementation of Action Against Hunger’s country strategy at the field level.
  • Provide field inputs to the Country Director for the design and update of the country strategy.
  • Collaborate with the Deputy Country Director, Head of Technical Departments, Security Head of Department (HoD), and Program Managers to implement the country strategy at the field level.
  • Identify new opportunities and propose new interventions for Action Against Hunger.
  • Establish the field office and set up processes in line with the coordination office in Maputo, in coordination with the Finance, HR, Logistics HoDs, and Security HoD.
  • Coordinate the overall implementation of programs at the field level.
  • Supervise and monitor the implementation of regular programs at the field level.
  • Facilitate the conception of new projects in collaboration with the Head of Technical Departments, Deputy Country Director for Programs, and Program Managers.
  • Supervise the work of support services at the field level, in collaboration with the Finance, HR, and Logistics HoDs.
  • Ensure synergy between Technical and Support services at the field level.
  • Implement recommendations from Action Against Hunger’s high/middle level management resulting from internal audits, experts’ field visits, etc.
  • Manage the team at the field level.
  • Supervise and manage all staff under your immediate responsibility.
  • Recruit direct reports according to the targeted organogram defined for 2023.
  • Monitor the social climate at the field level and report any social issues to the Country Director.
  • Manage overall training needs at the field level.
  • Promote commitment to Action Against Hunger’s Charter and prevention of fraud and power abuses, and inform the Country Representative in case of fraud or power abuses.
  • Facilitate good relationships with the coordination team.
  • Provide updates to the coordination team on program implementation.
  • Proactively refer any matter that could jeopardize programs, funding, or staff and premises security to the coordination team.
  • Ensure field teams proactively express relevant demands for support to the coordination team to maximize operational efficiency and impact.
  • Act as a facilitator between the field and the main base.
  • Pilot the follow-up on technical and support departments’ recommendations.
  • Represent Action Against Hunger and liaise with regional authorities, UN, and NGOs at the field and regional level.
  • Represent Action Against Hunger in relevant coordination meetings in Cabo Delgado province, in person in the provincial capital Pemba, with relevant partners and stakeholders.
  • Monitor and supervise overall partnership relations at the field level.
  • Participate in humanitarian coordination activities at the field or regional level.

Candidate Profile:

  • Hold a Master’s Degree, ideally in Humanitarian Program Coordination, International Development, or International Relations.
  • Have at least 3 years of field experience in operational management of humanitarian programs in a similar role, including experience in an emergency context.
  • Have at least 2 years of experience in a managerial role, with excellent leadership and management skills in a complex international setting. Have training, coaching, and capacity-building experience.
  • Possess competence in strategic humanitarian context analysis and familiarity with Action Against Hunger’s intervention sectors (FSL, WaSH, Nutrition).
  • Have knowledge of standard logistics, financial, and HR procedures and practices.
  • Have excellent communication, networking, and representation skills (written, oral, cross-cultural).
  • Fluent in English and ideally proficient in Portuguese, Spanish, or Italian.
