Purpose and Background


Amnesty International’s Tech Programme, under the Research, Advocacy and Policy Directorate, is seeking a qualified and experienced Policy Consultant to develop an internal policy briefing on the human rights implications of AI-generated child sexual abuse material (CSAM). This work will support our Children and Young People’s Digital Rights, Health and Well-being (CYD) team within the RIGHTS Click programme.

This consultancy offers a unique opportunity to help shape Amnesty’s future public policy position in a fast-evolving area at the intersection of technology, children’s rights, and international human rights law.

•    Budget: 
Up to £15,000 GBP (inclusive of all costs). 

Deliverables


The consultant will be expected to deliver a comprehensive internal policy briefing covering:

•    A taxonomy of the types of content constituting AI-generated CSAM (e.g. nudifying apps, AI-generated images).
•    A summary of the debate around the criminalisation of “virtual children” and historical context.
•    An analysis of the main human rights concerns, including risks of prohibition and potential societal harms.
•    A review of relevant treaties and legislative frameworks (e.g. OPSC, EU AI Act, CoE Convention on AI and Human Rights).
•    A set of recommendations on whether governments should prohibit or criminalise AI-generated CSAM.
•    Proposals for non-legislative actions by governments.
•    Responsibilities and actions required from private actors and tech companies.
•    Considerations related to safety-by-design and industry standards.
•    Discussion of human rights risks, including impacts on privacy and other fundamental rights.

The consultant will be expected to work collaboratively with relevant Amnesty International stakeholders and incorporate their input throughout the process.

Key Skills and Experience

Essential:

    Strong knowledge of international human rights law, particularly related to children’s rights.
•    Experience addressing CSAM, online child exploitation and abuse, and relevant digital rights frameworks.
•    Understanding of generative AI, deepfakes, privacy, and online safety technologies.
•    Excellent analytical and written communication skills.

Desirable:

•    Prior work on regulatory responses to emerging tech.
•    Familiarity with industry safety standards and accountability frameworks.
•    Experience working in multi-stakeholder and inter-disciplinary environments.
