JOB DESCRIPTION

PROCEDURES AND ELIGIBILITY
This position is open to applications from Group 1, Group 2 and all external candidates, provided that requirements regarding professional experience, academic qualifications, language, etc. are fulfilled.

DUTIES AND QUALIFICATIONS
1. General Background

The Government of Uganda is responsible for the registration of refugees on its territory with the support of UNHCR. Given the ongoing influxes, the need to update refugee data and the movement of refugees between sites, UNHCR supported the government to biometrically re-enroll all refugees in Uganda to update the data and to enable the provision of humanitarian assistance. Following the re-enrolment, the current number of refugees in the country stands at over 1.4 million with the data stored in UNHCR¿s proGresv4 database.

The UNHCR Sub Office Arua is managing refugee operations in four settlements of Rhino camp, Imvepi, and Lobule, and Kiryandongo Field Office that in total costs over 275, 781 refugees and asylum seekers, of which 275,741 are refugees while 40 are asylum seekers. 95,5% of the overall population are of South Sudanese Nationality from South Sudan, followed by Congolese with 3.9% and other nationalities include Rwandese, Sudanese, Burundians, Somalis, Ethiopian and Kenyans. The population comprises of 61% female and 59% children. 2.4% of the population are the elderly. There are numerous distribution activities that are being implemented in the area of responsibility through GDT that requires close protection monitoring and coordination with partners and authorities. The incumbent is responsible for supporting all activities related to registration, which may also include functions related to reception, filing and data management. S/he responds to queries from asylum seekers and refugees regarding UNHCR¿s registration procedures and their rights and entitlements.

2. Purpose and Scope of Assignment

Since the launch of the Litigation process at the FDPs as a Protection tool in 2018, there has been significant progress in handling complaints at the Food Distribution Points which has lessened cases pilling up at the offices and reception centers but needs constant UNHCR staffing presence at the FDPs besides the regular UNHCR staff who in most cases are already assigned other responsibilities which are equally important for the office. This is on top of the fact that general food and cash distribution usually takes between 2-3 weeks of the month across 18 FDPs, quite a significant time frame.

With the introduction of GDT for all CRI distribution again requires UNHCR registration staff for configuring and managing the servers also requiring more staffing. We sometimes conduct 3-4 concurrent distributions using GDT and it is against these reasons that Arua Sub Office requested to retain four UNOPs Registration Assistants to handle these cases after the verification exercise.

Arua office recently lost three of the four UNOPS registration staff in recent recruitment where the mentioned staff got appointed to UNHCR regular position of Snr Registration Assistant in Sub Office Yumbe, Snr Protection Assistant and Snr Field Assistant in Sub Office Arua. One position is already under recruitment and two have not been advertised. For business continuity, the two positions need to be filled as soon as possible to avoid a gap in service delivery.

3. Monitoring and Progress Controls

– Before the interview, verify the identity of the case with bio-Registration and BIMS through;
– Conduct protection interview;
– Provide protection and litigation counseling to the refugees and asylum-seekers;
– Update the protection interview records to progress database;
– Apply progress events to support the referrals (using Partner Registration Events);
– Provide feedback to refugees and asylum seekers on their complaints received through FRRM:
– Support OPM to maintain accurate and up-to-date records and data related to all individual registration cases.
– Identify persons with specific needs and ensure timely referral to protection follow-up as required.
– Collaborate with protection staff and/or partners in the delivery of assistance and programming, including the provision of identity and entitlement documentation
– Perform any other tasks required by the supervisor.

4. Qualifications and Experience

– Good computer skills, particularly in data management
– Excellent knowledge of English and local language

– Experience in working with UNHCR progress software
– Knowledge of another relevant UN language.

REMUNERATION

A competitive compensation and benefits package is offered. The monthly net salary is between UGX 4,212,080 and UGX 5,499,170 depending on relevant experience, dependency status and language proficiency.
