Responsibilities:

  1. Manages projects involving feasibility studies, systems analysis, design, development, and implementation of new and complex systems, or participates as a team member responsible for major components of complex systems.
  2. Develops an understanding of detailed systems, functional specifications, and user documentation for major UN IT systems.
  3. Provides specialized advice to users by analyzing their requirements and translating them into new IT initiatives.
  4. Maintains, upgrades, and enhances existing user systems. Troubleshoots and provides ongoing user support, including problem resolution, advice on new techniques, monitoring transaction performance, and ensuring the effectiveness of assigned systems.
  5. Develops and maintains computer programs integrating multiple interrelated systems and program elements. Implements and monitors security measures to protect data and systems from cyber threats, ensuring compliance with security standards and policies.
  6. Contributes to the development of training materials, operating manuals, and user manuals. Trains staff in assigned IT systems.
  7. Participates in the development of disaster recovery and business continuity plans. Ensures appropriate planning and training for those responsible.
  8. Researches, analyzes, and evaluates new technologies and makes recommendations for their deployment.
  9. Contributes to writing reports and papers on systems-related topics, system requirements, and information strategy.
  10. Facilitates communications between the IT unit and clients for maintaining good client relations. Coordinates the development of Service Level Agreements (SLAs) between clients and the IT unit, including specific IT services and general technology support, including any charge-back mechanisms.
  11. Handles IT contract management and administration for relevant IT services and manages the financial aspects of such contracts.
  12. Provides guidance to and may supervise new/junior staff and consultants.

Professionalism: Possesses knowledge of information technology/information management, including systems analysis, database design, programming, data analytics, artificial intelligence, and high-level programming languages. Demonstrates proficiency in programming and analysis, problem-solving, and the implementation of moderate-sized/complex systems. Education:

Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics, geospatial technology, or a related field. A first-level degree (Bachelor’s degree or equivalent) in the specified fields, along with two additional years of qualifying work experience, may be accepted in lieu of the advanced degree.

Work Experience:

Minimum of five years of progressively responsible experience in planning, design, development, implementation, and maintenance of computer information systems or a related area.

Languages:

Fluency in English is required as it is the working language of the United Nations Secretariat.
