UNDP, as an integral part of its mission to fight poverty and improve the lives of people around the world, is committed to being open, transparent and accountable. As part of this commitment, UNDP adopted International Public Sector Accounting Standards (IPSAS) and established a Global Shared Service Unit (GSSU) to provide IPSAS transactional recording (in the areas of revenue, expenses and fixed assets), procurement, advisory and support services to UNDP Offices worldwide, and to provide training to UNDP Offices where needed. Human Resources services within the GSSU was set up earlier in 2003 in Copenhagen and it provides customized service packages to more than 40,000 UN personnel from agencies, funds and programmes across the UN System. GSSU-HR in Copenhagen has established a legacy as a major Human Resources administration center within the United Nations and is recognized as a centre of excellence. The Global Shared Service Unit (GSSU) is part of the Bureau for Management Services (BMS).

The Global Human Resources Regional Service Center (GHRSC) is responsible for UNDP-wide strategies on organizational design; HR aspects of change management; development and integration of UNDPs competency framework; advice to managers and HR Business Partners on organization and job design; development of organization and job design tools and analytics; advice to OHR management on organizational design trends and policy; focal point for ICSC common system org design projects and compliance; and capacity building of HR practitioners on organizational design and job design and evaluation.  GHRSC also performs and approves all statutory job classifications of International Professional (IP), National Officers (NO), General Service (GS), International Personnel Services Agreement (IPSA) and National Personnel Services Agreement (NPSA) posts and manages the job classification policy for all staff positions.

The HR Analyst works in close collaboration with GHRSC and HR Business Partners, as well as with external classification consultants, OHR staff in Headquarters, Operations and Infrastructure, Regional Centres, Country Offices, and all Hiring Managers submitting classification requests. The post is essential to 24/7 job evaluation support to UNDP worldwide as well as to the specific management of the classification process in Regional Centres and COs. S/he provides first line guidance to Country Offices in their exercise of decentralized classification authority.

Duties and Responsibilities

1. Classification Service Delivery

Evaluate and classify a delimited portfolio of standard job descriptions (for National Officers, General Service, Fixed term appointments and National Personnel Services Agreement in accordance with the ICSC classification Standards and UNDP classification policies and standards;

In dialogue with Hiring Units, clarify inconsistencies with organizational/project structures and formal accountabilities;

Guide Hiring Units on Classification procedures.

2. Strategic Products and Tools

Undertake and document required research on evolution and change in functions and roles;

Propose and revise approved job standards, generic job profiles and other knowledge products;

Ensure job classification data integrity in the ERP systems, conducting annual reporting for each region and building global analytics on job classification data and trends; liaise with ITM ensuring support to Classification business needs;

Propose and implement agreed improvements in processes, products and service for effectiveness and efficiency.

3. Administration

Administer the efficient processing of assigned classification submissions following organizational procedures and processes:

Quality check the completion and accuracy of submissions, including position management data and budget allocations, for all submissions, and communicate with Hiring Units and GSSU partners, as required;

Assign, follow up on, and monitor the delivery of case work within agreed parameters and Unit Key Performance Indicators (KPIs);

Produce and disseminate official classification decisions to clients and monitor feedback;

Generate real-time reporting, maintain data on classification results, case communications; and job profiles as prescribed.

Promptly liaise with and respond to clients and partners for effective service delivery;

Support and monitor consultants in the delivery of classification services;

Review, validate and follow up on the processing of consultants and contractor invoices;

Provide other administrative and programme services, as required.

4. Knowledge Management, Organizational Capacity Building

Technically contribute to the development and delivery of classification training and capacity building services to GSSU Partners, Business Units and HR practitioners;

Monitor trends and distil best practices in job design and classification across the organization and UN country teams;

Propose contributions to knowledge networks and communities of practice on job design and classification. for GSSU Knowledge services.

Participate in corporate UNDP networks and maintain up-to-date knowledge of trends and best practices. Collate best practices and comparative experiences. Propose quality enhancements in order to maximize policy impact and relevance;

Ensure the maintenance on the GSSU HR/ intranet / Knowledge Management / Self-Service portal of comprehensive recruitment information for staff and managers including standard operating procedures, process workflows, user guides and frequently asked questions.

Good knowledge of the ICSC job classifications standards for classification of the positions in the GS, professional and higher categories. Good knowledge of job design.

Required Skills and Experience

Education:

Master’s degree in Human Resources Management, Business Administration, Organization Development, or related disciplines.

HR certification from a reputable institution is a distinct advantage.

Experience:

  • A minimum of 1 year of relevant experience at the national or international level in providing classification services utilizing ICSC Master Standards.
  • Knowledge of the Human Resources management practice in an organization of the United Nations system and knowledge of job design.
  • Working experience from UNDP Country Offices is desirable.
  • Experience in the usage of computers and MS Office packages (MS Word, Excel etc.).
  • Experience in handling web-based management systems.

Language Requirements:

Proficiency in English (both oral and written) is mandatory

Working proficiency in Spanish is mandatory.
