Monitoring, Evaluation, Research and Learning (MERL) Officer

The key tasks include:
Data processing and analysis
- Ensure regular monitoring of activities and quality of implementation within the project
- Ensure quality control of data collected within the project
- Coordinate the collection and analysis (including observed deviations between expected and actual results) of quantitative and qualitative data.
- Support stakeholders’ assessment of the results/changes (direct and indirect) achieved based on baseline situations, and make concrete recommendations for possible adjustment of planned activities with a view to greater effectiveness.
- Conduct joint field visits to test indicators and validate data in order to ensure regular availability of quality information and data.
- Support the partner staff in data collection and transmission.
- Accompany and guide the implementing partner in the development of the activity monitoring plan and the indicators under their responsibility.
Periodic reporting, monitoring, research and planning
- Ensure the planning of the project’s Monitoring, Evaluation, Research and Learning activities.
- Support the development of specific report templates for project activities at each level of execution and for each implementing partner.
- Contribute to the periodic production of progress reports, ensuring documentation of results and budget estimates.
- Contribute to periodic reviews of project performance and quality.
- Coordinate all MERL initiatives (e.g. evaluations, surveys, analytical studies, assessments, impact studies, testimonials and success stories, etc.), in accordance with evaluation or research and learning standards/norms.
- Support the Coordinator and other project coordinators in the implementation, monitoring and evaluation of partnership agreements or operational agreements.
- Participate on request in any activity aimed at establishing sectoral or thematic assessments.
- Support projects in the planning process and produce the necessary documents.
- Participate in the organization of periodic reviews of Plan International’s performance (production of quarterly and annual reports, mid-term and final review of the Strategic Plan, etc.).
- Participate in resource mobilization (project writing).
Contribution to knowledge management
- Support efforts to draw lessons and capitalize on processes or good practices.
- Contribute to the documentation of results (photos and texts), case studies, documentaries, good practices, etc.
- Ensure the sharing and dissemination of good practices and project results with all implementing actors within Plan International.
- Ensure the capitalization of good experiences and practices and ensure their wide dissemination.
- Participate in periodic MERL team sharing meetings for emergencies and the MERL unit.
- Centralize and analyze all project data.
- Produce periodic reports on the implementation of project activities.
- Ensure the archiving (electronic and paper) of the project’s memory.
- Collect feedback from beneficiaries and partners on the project.
EDUCATION & EXPERIENCE
- At least a Bachelor’s degree (Bac+3) in demography, statistics, epidemiology, monitoring, evaluation, research, learning, social and economic sciences or other relevant field.
- At least 3 years of experience in monitoring, evaluation, research and learning, including 2 years in projects
- Demonstrated knowledge of operational planning processes (DIP, work plan, detailed MERL plan) and basic data and information management (data visualization)
- Demonstrated knowledge of effective participatory monitoring, evaluation, research and learning systems and processes, and results-based monitoring and evaluation.
- Good understanding of the safe and ethical case management system for reported SGBV incidents
- Good knowledge of the humanitarian environment and the crisis in Burkina Faso
SKILLS & ABILITIES
- Understanding and ability to apply good project cycle management principles, including monitoring, evaluation and learning.
- Ability to collect and analyze evidence to inform the project.
- Skills in designing, entering, analyzing Excel, Access spreadsheets, as well as Microsoft Word, PowerPoint.
- Experience in database management, data collection using new communication and information technologies and data/information quality assurance, ODK, Kobo Collect, Taroworks.
- Experience in community-based monitoring, evaluation, research and learning practices adapted to children, especially girls, adolescents, youth and women.
- Strong writing skills (report writing, etc.).
- Able to meet tight deadlines.
- Good active listening and group facilitation skills.
