Key Duties and Responsibilities:

1.) Ensure the development of humanitarian coordination with relevant partners to improve humanitarian and emergency relief-related matters.

  • Liaise with clusters, national/local authorities and humanitarian partners in the country to triangulate humanitarian information and effectively identify and map humanitarian needs and response activities.
  • Organize and participate in relevant coordination meetings including cluster meetings, working groups, meetings, conferences, training, and consultations with other agencies and partners in the country.

2.)  Planning and organizing for potential humanitarian emergencies.

  • Track information required for early warning of potential humanitarian emergencies and as appropriate promote preparedness measures, including inter-agency contingency planning and anticipatory action.
  • Prepare briefing materials and presentations providing up-to-date analysis of trends and developments on the humanitarian situation in the country or in specific governorates.

3.) Facilitate the secretariate function of OCHA providing effective secretariate function for ICCG, HCT, and other forum that OCHA leads on organizing and coordinating.

  • Ensure effective organization and minute-taking of the important IASC forums of ICCG and HCT that OCHA is responsible for.
  • Facilitate other technical forums of Community Engagement and AAP Working Group and Cash and Market Working Group as needed.
  • Facilitate the HoU as requested for smooth coordination and functioning of these forums and to deliver coordination mandate.

4.) Contribute to the annual humanitarian programme cycle (HPC) process and other key tasks.

  • Facilitate the key HPC processes concerning assessments and analysis, support with workshops and After-Action Reviews and substantive tasks including drafting and production of Humanitarian Needs Overview (HNO) and Humanitarian Response Plan (HRP).
  • Promote facilitate and lead the development of various strategy and policy documents as tasked by the HoU in the areas of localization, durable solutions strategy, etc.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

  • An advanced university degree (master’s degree or equivalent) in Humanitarian Affairs, Political or Social Science, Law, International Studies, Business Management, Management, Science, or any other relevant area is required.


  • A first-level university degree (bachelor’s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.


  • Up to 2 years (with master’s degree) or 2 years (with bachelor’s degree) of relevant experience at the national and/or international level progressively professional responsible experience in humanitarian or international affairs, project, programme or grant management, field operations, or any other related areas is required,
  • Experience preferably) with a UN organization, NGO or civil society organization is required.
  • Experience with existing coordination structures among the different humanitarian actors including Intercluster Coordination Group (ICCG), Humanitarian Country Team (HCT), Regional Coordination Team (RCT) and Intercluster Working Group (ICWG) is highly desirable.
  • Experience and good knowledge of social, political, humanitarian, security, and economic conditions in the region are highly desirable.
  • Experience conducting humanitarian needs assessments and familiarity with Rapid Needs Assessments and IST tools is desirable.
  • Experience working with the humanitarian cluster system and facilitating coordination meetings are highly desirable.
  • Experience in international humanitarian rights, norms, law, and practice is desirable.
  • Experience in the use of virtual platforms – Zoom, WebEx, and Teams, data collection, compilation, analysis, and reporting is desirable.

Language requirements

  • Fluency in English and Arabic Languages (Oral and Written) is required
