Duties and Responsibilities

Provide effective implementation support to the programme teams, with a focus on planning, monitoring, reporting and evaluation:

  • Support to planning, monitoring and reporting of the country programme, including through corporate and regional tools, such as Integrated Work Plan, CO Annual business plan, ROAR, IRRF, Annual Programme Reviews, UNSDCF Country Implementation Plans and Outcome Groups etc. 
  • Maintain and update pipeline management system at the CO, support with information on      pipeline projects, support to analyze  and monitor the status of pipeline development,  provide technical support in the preparation of project documents and  CO business development ensuring the CO is  in compliance with PPM.
  • Support to develop country programme monitoring framework and systems (in line with Programme Operations Policy and Procedures (POPP)) additionally, support to develop guidance, protocols and tools for defining M&E framework for CP projects and initiatives. 
  • Collect and report accurate, reliable and coherent data, achieving the right balance of qualitative and quantitative evidence.
  • Provide suggestions on data use, support to  assess country programme results, coordinate with programme and project teams to improve programme quality, identify trends, and inform future decision-making processes that should enable CO programme teams to      report against Country Programme document, projects reporting and other corporate and regional reporting.
  • Support and coordinate in the preparation of the  CO Results Reports and other periodic information and reports for the government partners, donor community and other key stakeholders.
  • Manage the implementation of the CPD Evaluation Plan, provide technical support      ensuring   quality evaluations are accomplished. 
  • Provide technical  support      to programme and project staff on country programme, project evaluations, including Quality Assurance of terms of reference, evaluation methodology and draft reports.   
  • Provide technical risk management support including providing oversight and guidance on Project risk/IWP risk.

Results-based management of Country Office programmes and projects in accordance with UNDP Programme and Operations Policies and Procedures:

  • Ensure effective application of RBM tools, and support CO management in decision making and compliance with corporate programming and reporting requirements by preparing and sharing programme quality dashboards. 
  • Facilitate the strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations. 
  • Support in implementation of follow up on audit recommendations. 
  • Applies and advisees on innovative monitoring tools and practices, including remote monitoring to inform programme implementation.
  • Support to implement an integrated programme and project monitoring system in line with UNDP corporate tools and international best practices. 
  • Monitoring and addressing issues related to management performance trends identified by IFD, KPIs, Audits, QA reviews, Vital signs, Transparency portal, and other identified corporate tools.
  • Oversight of Social Environmental Standards (SES) implementation in all programming and operations
  • Support and keep track of  project monitoring and spot checks and follow up with programme and project teams on the implementation of recommendations. 
  • Coordinate with programme teams and ensure aggregate progress and donors reports are timely prepared in line with established requirements. 
  • Support management in reviewing project Annual Work Plans and Progress Reports and ensure      consistency with country programme and approved project documents and in line with UNDP Programme and Operations Policies and Procedures.
  • Monitor and track performance of the CO through corporate and regional dashboards/tracking tools and support  the CO management and programme teams on possible corrective measures.

Ensures gender consideration are integrated in strategies and programming:

  • Support to monitor gender equality is an integral part of UNDP programmes and operations and gender is mainstream into programming.
  • Support CO in      monitoring and reporting  the projects’ results frameworks, workplans, project results, in line with the UNDP Gender Equality Strategy and available regional guidance.
  • Assist in identifying opportunities and developing partnerships to promote UNDP Gender Equality Strategy relevant governmental and non-governmental institutions, various donor institutions, target communities. 
  • Support the  Country Office to implement the Gender Equality Strategy, and Gender Equality Seal processes and contribute to country level, sub-regional, regional and inter-agency initiatives related to gender issues.

Ensure development and implementation of quality programming processes in the CO:

  • Participate in CO’s annual planning processes such as the formulation of the Integrated Work Plan (IWP), coordinates inputs to IWP, defines targets and indicators and drafts inputs as required. 
  • Collaborate with Programme and project teams on developing integrated development approaches.
  • Establish quality assurance processes to ensure quality of programming results, through development of standard operating procedures, guidance notes, checklists, sharing best practices.
  • Provide legal compliance with partner agreements and MOUs.
  • Ensure compliance with cost recovery and resource management practices.
  • Ensure development and implementation of project development and appraisal as well as other quality management processes, mechanism, tools and systems in the CO. 
  • Ensure that projects are developed, implemented and completed in line quality standards of UNDP.
  • Provide support  on due diligence and quality assurance processes for selection of implementing partners, responsible partners and grant recipients, including relevant capacity assessments and vetting processes in line with corporate rules and procedures.
  • Provide support  to the formulation of thematic/sectoral programme strategy documents, and      on formulation of results-frameworks. 
  • Reviews and approves all terms of reference for project and programme mid-term reviews, evaluations and assessments. Reviews final draft evaluation reports and mid-term reviews for quality assurance and provides inputs prior to finalization. 

Provide support on capacity building and knowledge management:

  • Provide technical support  on evidence-based monitoring and evaluation plans, using adequate and innovative data collection solutions, integrating with national statistics data, and coordinating with other UN agency partners, in support to the SP Alignment Process, amongst others.
  • Maximize the use of RBM tools and M&E systems through training sessions and need-based guidance and support to the programme and project teams.   
  • Identification and formulation of evaluation findings, lessons learned and recommendations to be integrated into broader EO knowledge management efforts.
  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to country programme and country policy goals. 
  • Disseminate good practices, lessons and knowledge of gender mainstreaming as identified through project implementation, monitoring and evaluation activities.
  • Support      to the capacity needs assessments and development of capacity development plans, tools and methodologies, including training materials and knowledge packages on gender mainstreaming, RBM, monitoring and evaluation for CO staff and projects as well as national partners and key stakeholders.
  • Organization and conduct of results-oriented monitoring and evaluation trainings in the Country Office. 
  • Network and share information with UNDP peers through Communities of Practice and other knowledge management mechanisms.

Perform other duties within the functional profile as assigned and deemed necessary for the efficient functioning of the office.

Supervisory/Managerial Responsibilities: The Development Effectiveness Analyst will be responsible for the supervision, performance management and development of the Management Associate (G7).

Required Skills and Experience

Education:

  • Advanced university degree (Master’s degree or equivalent) in Business Administration, Project Management, International Development, Public Administration, or a related field is required, or
  • A first-level university degree (Bachelor’s degree) in combination with 2 years of qualifying experience will be given due consideration in lieu of the Master’s degree.

Experience:

  • Minimum up to 2 years (with Master´s degree) or 2 years (with Bachelor’s Degree) of experience working with quality assurance instruments and results-based management models.
  • Experience in programme management and multilateral development stakeholders is desired.  
  • Experience in the usage of computers and office software packages (MS Word, Excel etc.) is required and advance knowledge of spreadsheet and database packages is a strong asset.
  • Experience in handling of web-based management systems and ERP financials is desired.

Language:

  • Fluency in English is required.
  • Fluency in the national language (Bahasa) of the duty station is required for local staff.
