The Stop TB Partnership (STBP) is a unique and innovative global health organization that takes bold and smart risks to serve the people, communities, and countries affected by tuberculosis (TB). We bring together country and global stakeholders and partners and leverage our comprehensive range of strategic and technical expertise in our shared mission to end TB by 2030. UNOPS has hosted the STBP Secretariat (“Secretariat”), since 2015, in Geneva, Switzerland.STBP’s 2025-28 Operational Strategy and five goals guide the Secretariat’s work. To achieve the fourth goal to “catalyze, incubate, and support the scale-up of TB innovations”, three initiatives – Re-imagining TB Care (RTC), TB REACH, and Introducing New Tools Project (iNTP) – are supporting and implementing various activities related to TB innovations. These activities include, but are not limited to, exploring new financing mechanisms, testing pioneering approaches, and rolling-out latest diagnostics and digital health technologies.
Functional Responsibilities
1. Health financing.
- Conduct a comprehensive situational analysis and assessment and create a preliminary framework regarding the feasibility of innovative financing models to increase country and global investments in TB, including leveraging of money market instruments (i.e., bonds, mutual funds, exchange-traded funds, etc.), digital currencies, etc.
- Conduct a comprehensive situational analysis and assessment and create a preliminary framework regarding the feasibility of health insurance models to cover health care benefits and health system expenses, including social health insurance and social protection programs.
2. Human- and People-centered design (HCD / PCD).
- Support in the development of frameworks and metrics to enable organizations to incorporate PCD approaches into their daily work;
- Equip teams with new tools and methods to gather and articulate an even richer understanding of communities and other critical stakeholders;
- Empower teams to collaborate more often with communities, innovators, health system stakeholders, and others;

Education / Experience
Education
- Advanced degree (Master’s) in business administration, computer science, economics, engineering, finance, medicine, public health, social science, economics, engineering, or other relevant fields is required.
- University degree (Bachelor’s) in the above-mentioned subjects with an additional two (2) years of relevant professional experience may be accepted in lieu of an advanced degree.

Experience
- A minimum of seven (7) years of professional experience in health financing, HCD / PCD, digitally-enabled health systems, DPIs, and digital- and AI-solutions, TB diagnostics, TB vaccines, innovation launch, business development or other closely related experience is required.
- Prior experience working with Ministries of Finance or Ministries of Health, country programmes, private or public sector care providers, local implementing / non-governmental organizations (NGOs), small- and medium-sized enterprises (SMEs) and start-ups, private sector companies, consulting firms, or related experience is highly desirable.
- Prior professional experience in TB or global health is highly desirable.
- Prior experience working in TB affected countries or emerging / growth economies is highly desirable.
Language Requirements
- Fluency in English is required.
