Position Description:

The Humanitarian Assistance Officer will assume leadership responsibilities, overseeing the allocation of workload and tasks among team members to ensure timely completion of assigned objectives. They will represent the team’s consensus and effectively communicate their findings and recommendations. The officer will provide guidance to BHA (Bureau for Humanitarian Assistance), Agency leadership, and host-country governments on emerging developments and effective approaches in humanitarian assistance. They will articulate the benefits of interventions, ensuring effective communication with specific target audiences. The officer will also serve as a technical liaison with other USG agencies, Congress, donors, multilateral banks, and PVOs (Private Voluntary Organizations) to coordinate efforts with USAID’s humanitarian assistance programs, policies, and approaches. Additionally, they will be responsible for developing strategies, plans, program guidance, and disseminating research findings for agency-wide implementation in humanitarian assistance programs. The officer will maintain connections with internal and external sources of information to assess new or unusual circumstances, variations in approach, and incomplete or conflicting information. They will inform stakeholders about organizational program and operational changes, conducting briefings particularly related to humanitarian assistance programs and overseas operations. The officer will also participate in Washington-based Response Management Teams (RMTs), supporting Disaster Assistance Response Teams (DARTs) deployed in disaster response efforts.

Future of Work Designation: This position is based in Washington, DC, with the possibility of telework for up to two days per week. The supervisor’s discretion and team requirements will determine telework approval.

Qualifications:

  • U.S. citizenship is a requirement.
  • Candidates must have at least one year of specialized experience equivalent to the FSL-03 or GS-13 grade level of this position.
  • Preferred qualifications include overseas experience in rapid response and political complex crises assistance programs.
  • The specific clearance level required for the Team Lead position is determined by the organizational location. Candidates must be eligible to obtain and maintain the necessary security clearance
