BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Côte d’Ivoire is considered a low-middle-income country and ranks 171st of 188 countries in the Human Development Index. It is subject to pervasive food insecurity, malnutrition, and gender inequalities, which severely affect smallholder farmers as they struggle with issues of land access and frequent climate-related shocks. Côte d’Ivoire has a population of 25 million people, of which 48.4 percent are female1 and 46 percent live below the poverty line. It is ranked 155th on the Gender Inequality Index.
WFP’s Strategic Plan for Côte d’Ivoire (2019 – 2025) focuses on capacity strengthening with a view to shifting WFP-led programmes to government and community ownership. At the core of this strategic approach is the sustainability of the national school meals programme, in which WFP assists 613 schools, or 10 percent of the schools covered by the programme, as a platform for promoting education, nutrition and gender equality and stimulating local food production and rural economies. The country strategic plan constitutes an opportunity to support smallholder farmers (SAMS), particularly women, in a holistic way and to diversify food consumption by introducing policies and practices to reduce post-harvest losses and promote sustainable access to markets. By applying the SAMS methodology, WFP aims to lay the foundations for a more robust economy that is less reliant on imports, offers better livelihood options for vulnerable populations and fosters resilient and sustainable national food systems.
Job holders at CST II level are expected to oversee the Vulnerability Analysis & Mapping (VAM) as well as the Monitoring functions in the Country Office, ensure alignment to WFP corporate standards to generate quality evidence on the outcomes and effects of WFP’s interventions on the lives of beneficiaries and inform policy, strategy and programme design and implementation. This includes coordinating monitoring activities, managing decentralized evaluations, and thematic/mid-term reviews and support the generation of evidence to position WFP as a relevant and reliable partner for government of Côte d’Ivoire.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
Vulnerability Analysis & Mapping (VAM) Functions
- Provide technical advice and support WFP and its partners on matters pertaining to food security and nutrition strategies, policies, programmes, and facilitate the timely and productive use of related outputs in a manner that complies with WFP standards and processes.
- Contribute to the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice.
- Manage and/or conduct food security, nutrition, markets, and resilience analysis and prepare timely reports on food assessment needs in line with wider VAM policies, processes, and guidance to enable effective decision-making on the development of country strategy, policies, and programmes.
- Keep up to date with and advise on food assistance developments, issues, and the potential impact upon WFP activity to enable timely and appropriate programme evolution and intervention.
- Contribute to the development of programme activities, providing technical analysis, interpretation, and recommendations to facilitate food assistance needs to be met effectively. 6. Provide coaching and guidance to VAM staff as required ensuring appropriate development and enabling high performance.
- Represent WFP during meetings with partners to contribute to technical discussions, exchange of knowledge and experience, and seek for appropriate interventions (based on an evidence base), and areas for potential collaboration.
- Build capacity of WFP staff, partners, and national government to conduct analysis on food security, nutrition, markets, resilience, and related topics to effectively inform policies and programmes.
Monitoring Functions
- Coordinate planning and implementation of monitoring and reporting activities on effectiveness of all food assistance interventions (e.g., beneficiary needs and status, food security status, programme modalities, implementation challenges, etc.).
- Review and give technical feedback on monitoring and evaluation plans for new programmes and budget revisions to ensure that plans are risk-based and focus on measuring results (e.g., checking monitoring and evaluation budgets are allocated and appropriate log-frame indicators and outcome targets are documented).
- Contribute to the analysis of outcome data and recommend improvements to programme interventions and to enhance WFPs ability to demonstrate outcome focused results.
- Ensure the production of frequent and quality monitoring and evaluation progress reports with status of results and implementation of improvements.
- Follow-up on monitoring and evaluation findings to ensure that corrective actions are taken and/or adjustments are made to programme responses as required.
- Represent WFP (e.g., at inter-agency meetings with other NGOs and government agencies) to exchange knowledge and experience, promote the importance of monitoring and evaluation and build partnerships that enhance inter-agency monitoring and evaluation activities.
- Manage junior staff members providing coaching and guidance as required to ensure appropriate development and enable high performance.
- Train national and partner staff in appropriate monitoring and evaluation techniques to build capacity of staff, increase awareness on the importance of monitoring and evaluation and encourage accountability for demonstrating results.
- Provide monitoring and evaluation findings and recommendations to support performance planning and risk analysis, emergency preparedness, security risk management and risk mitigation activities.
- Any other task as required.
Education:
You have
- A master’s degree in Sociology, Social Development, Development Economics or Performance Management or other relevant field, or First University degree with additional years of relevant work experience and/or training/courses
Experience:
You have:
- Minimum of five years of relevant professional work experience including in international development or humanitarian work.
- Minimum of two years of experience in monitoring and/or evaluation, including strong experience using a variety of quantitative and qualitative analytical tools and methods.
- Excellent analytical skills and communication skills demonstrated through preparation of well-analyzed data and comprehensive reports,
- Have technical advice, training, and guidance to strengthen the capacity of WFP and partner staff on M&E, and sufficient experience (more than 2 years) in M&E training,
- Effective coordination with CO/RB and other units at Headquarters, which leads to adequate delivery of required resources.
Languages:
Working knowledge (proficiency/Level C) of English and French is a must.
