Purpose of consultancy
The consultant will perform the following tasks:
- Design and development of new WHO Academy Learning Programmes that align with adult learning principles, WHO standards, and transversal competencies.
- Migration of existing courses from other learning platforms to the WHO Academy Learning Experience Platform (LXP)
- Enhance learning programmes post-launch through learner feedback, data analytics, and stakeholder input.
- Apply accessibility best practices to ensure content is usable and engaging for a diverse, global audience.
- Utilize evidence-based instructional design methods and AI-enhanced tools where applicable.
- Ensure clear documentation, version control, and compliance with WHO’s quality and technical standards throughout the development lifecycle.

Background
The WHO Academy is a priority special initiative of the WHO transformation agenda and supports accelerated learning and capacity building towards achievement of the 14th General Programme of Work targets. On 17 December 2024 the President of France and the Director-General of WHO formally opened the WHO Academy that with a vision to revolutionize lifelong learning in health.
The Academy brings together adult learning science, behavioural science and cutting-edge learning technologies such as artificial intelligence and extended reality with WHO’s norms, standards and evidence to deliver high impact accredited and tailored multilingual learning to meet diverse needs. The Academy is open to a wide range of multisectoral stakeholders that can influence health, including leaders, educators, researchers, health workers, WHO staff and the broader public. Deliverables
Under the guidance of the WHO Academy’s Team Leads (TL) for learning design and/or learning production, the Consultant will perform the following deliverables:
- Output 1: Course expectations and design with quality and localisation orientation
Confirm learner needs in consultation with the Technical Unit (TU) who request the course for all new courses assigned, and schedule orientation sessions for the Technical Unit on the topics of Quality Assurance and Localisation. Capture the key course requirements for the project and the design (e.g., learning audiences, goals, objectives, content topics, key competencies to develop, and evaluation processes) in a Concept Note in consultation with the Learning Design team lead. - Output 2: Competency mapping and curriculum structuring
Carry out a competency mapping and module structure with Technical Unit to agree on key messages, key behaviours to develop, and key activities to check for learning progress. Capture the key agreements in a curriculum mapping document in consultation with the Learning Design team lead. - Output 3: Draft storyboards of course modules with WHO Academy’s state of the art learning principles
Draft storyboards for all the modules of the courses in the Designer portfolio in consultation with the Technical Unit, Quality Assurance team, Localisation team, and Design team lead with nested reviews on content and process clearance to ensure optimal learner experience. - Output 4: Online Course implementation
With stakeholder agreement, migrate, develop or edit online course using authoring tools (e.g., Rise, Storyline, Adapt, Open eDX (Studio)) based on endorsed storyboards, or oversee the quality of development of storyboards into an online course when production is outsourced. - Output 5: Support and maintenance of courses on the learning platform
(1) Uploading SCORM packages the Academy learning platform (powered by Open edX),
(2) Testing,
(3) Updating course content,
(4) Addressing technical issues related to course settings, and
(5) Documenting all changes

Qualifications, experience, skills and languages
Educational Qualifications
Essential:
- Advanced university degree in Educational Sciences (Adult Learning, Learning Technologies, Curricula Management, Instructional Design) or Informational Science.
Desirable:
- Any additional qualification in graphic design, quality assurance, HTML5, or public health.
Experience
Essential:
- Two to five years of expertise with adult education or in any learning science related field (e.g., curricula building, instructional design, learning technologies)
- Experience in Learning Production: overall understanding of major e-learning authoring tools (e.g., Adapt Learning, Storyline, Rise, H5P).
- Experience applying artificial intelligence applications in the learning design and development process
- Experience in developing inclusive learning solutions for international audiences.
- Experience in working with multiple stakeholders in a diverse environment (e.g., multiple cultures, time zones, countries/regions, languages).
- Experience designing, developing and managing content within Learning Experience Platforms (LXP), specializing in Open edX.
Desirable:
- Experience in Project Management.
