THE ROLE
We are currently seeking a Junior Professional Officer to fill the position of Vulnerability Analysis and Mapping Officer based in Conakry, Guinea. The position reports to the Deputy Country Director.
As VAM Officer you will contribute to the VAM evidence base that supports food security and nutrition policies and programmes (e.g. needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency).

CONTEXT AND BACKGROUND
WFP has been present in Guinea since 1964 providing nutritious and immediate food assistance to affected populations during and in the aftermath of crises. WFP Guinea Country Office works in partnership with the Government to improve children’s school attendance and performance, enhance nutrition among the population, increase people’s livelihoods, build sustainable food systems and communities’ resilience to shocks whilst improving their access to profitable and stable agricultural markets.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
Under the direct supervision of Deputy Country Director, the JPO will have the following responsibilities:
- Contribute to the development of VAM activities, plans, and processes, ensuring alignment with wider WFP policies and guidance.
- Assist in applying systems and tools for the monitoring and assessment of food security needs, prices, and markets in line with innovative methodologies and best practices.
- Contribute to food security and vulnerability analysis and the preparation of timely reports on food security needs, prices, and market functionality in line with wider VAM policies, processes, and guidance to enable effective decision-making on the development of country strategy, policies, and programmes.
- Assist with the coordination of data gathering and monitoring systems ensuring that rigorous quality standards are maintained, and data ecosystem tools are used.
- Contribute to the capacity building of WFP staff, partners, and national government to conduct vulnerability analysis to effectively inform preparedness and response activities.
- Provide support to relevant partners that are focusing on food security and nutrition issues to enable sharing of experience, lessons learned and best practice.
- Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

EXPECTED OUTCOMES
- The incumbent is expected to carry out data cleaning and perform analysis of household survey data. The outcomes should include accurate and insightful analysis on themes such as food security, consumption patterns, income, expenditures. This analysis should be presented effectively in analytical briefs and through narrative and visual means for decision- makers.
- The staff member should conduct market assessments using corporate tools to evaluate market functionality. The outcomes should inform decision-makers about market dynamics and potential interventions to support food security initiatives.
- By monitoring and analysing the economic context and outlook in Guinea and the West Africa region, the staff member should provide insights into how economic trends impact household food security. The outcomes should include actionable recommendations and guidance for decision-makers.
- The incumbent is expected to provide capacity to staff at the Country Office as well as WFP partners in Guinea, through sharing expertise, exchanging ideas, and contributing to collective efforts in the field of economics and food security.
- The candidate contributes to data analysis to support COs in their programmatic planning and implementation.
ESSENTIAL QUALIFICATIONS AND EXPERIENCE
- Advanced University degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography, or other related field, or Bachelor’s degree with additional 4 years of related work experience.
- Minimum of two years of relevant working experience and/or training/courses is required.
- Fluency (level C) in English and Korean
- Korean citizenship
- Certificate of English proficiency test: Applicants should score a minimum of (i) TOEFL iBT 100 or (ii) TEPS 430 or (iii) IELTS 7 or (iv) TOEIC 900
– TOEFL ‘Home Edition’ score is accepted while ‘MyBest Scores’ are not accepted
– IELTS General Training and Academic test are both accepted
– Test scores are valid for 2 years after the test date
- Not older than 32 years of age as of 31st December 2024 (born after 1st January 1992). The maximum age limit for those who served in the military will be extended accordingly: one year will be extended for those who served for less than one year; two years will be extended for those who served for more than one year and less than two years; three years will be extended for those who served for two years or more.
- Male applicants shall have completed the Korean military service or be exempted from it. Those who will be discharged from military service in the year of the application may also apply.
- Applicants can apply for a maximum of two JPO positions sponsored by the Ministry of Foreign Affairs of the Republic of Korea during the year of application.
- Demonstrated proficiency in the use of several statistical tools and methods for food security analysis.
- Developed practical expertise in food security analysis and mapping, including the design, data collection and analysis.
- Proficiency in Windows MS Office (Word, Excel, Powerpoint, Outlook).
- Strong analytical, written, and oral communication skills, including the ability to write in an engaging and informative manner, and conceptualize and clearly synthesize information.
- Ability to plan and organize work with minimum supervision.
- Ability to work under pressure and meet tight deadlines, while managing multiple priorities simultaneously.

DESIRED REQUIREMENTS FOR ENTRY INTO THE ROLE
- Sound theoretical understanding of international humanitarian and development concepts and principles with a broad knowledge of best practices, techniques, and processes.
- Understanding of political dynamics and foreign policy decision-making procedures.
- Familiarity with UN policies, WFP operations and the West Africa region.
- Exposure to the international arena either by direct work for an international institution/organization or by interacting with international stakeholders.
- Intermediate level of one, or more, of the following official languages: French, Spanish, Arabic, Chinese, Russian, Portuguese.
- WFP’s international professionals are required to serve in different locations around the world during their career (including in hardship duty stations); willingness to be mobile would maximise opportunities for long-term retention into the Organization.
SUPERVISION
The JPO will work under the direct supervision of the Deputy Country Director. The guidance and supervision provided to the JPO will be based on regular daily interaction, a yearly work plan stating activities and expected outputs, and attending technical meetings and workshops.
TRAINING COMPONENTS
- Upon arrival, the JPO will receive a comprehensive briefing and background documents and will be introduced to the relevant working counterparts within and outside WFP.
- The JPO will fully be integrated in Programme/VAM team and involved in the day-to-day activities of the team under the supervision of Deputy Country Director, JPO will be offered possibilities to participate in professional trainings relevant to the JPO’s professional profile as agreed with the supervisor.
- All training is available to all staff in the WeLearn platform of WFP. This will also provide the JPO with ample learning opportunities in various areas of WFP including Partnership & Communication.
- The supervisor and incumbent will together identify specialized training courses to attend during the assignment.
LEARNING ELEMENTS
At the end of the two-year assignment, the JPO should have obtained:
- Very good understanding of Vulnerability Analysis & Mapping, Results based management, Programme, and Partnership and design and management of related processes.
- Basic understanding of government and corporate strategies and priorities and experience in developing multi-stakeholder partnerships.
- Experience in using technology and digital tools for data collection, analysis, and shared data-based insights to add value to all partnerships.
- Experience in using specialised communication techniques to improve functional outcomes.
- Good general understanding of WFP’s overall operations and activities in the region of assignment
