The United Nations High Commissioner for Refugees (UNHCR) is a United Nations agency mandated to aid and protect refugees, forcibly displaced communities, and stateless people, and to assist in their voluntary repatriation, local integration or resettlement to a third country.

Organizational Setting and Work Relationships

The Programme Monitoring Officer may work in a field operation or as part of a Regional Bureau or in a Division. The incumbent typically works under the overall guidance of the Senior Programme Monitoring Officer or the Senior Programme Officer or other senior staff.

S/he may receive indirect guidance from other sections and units relevant to the country programme(s) or to global quality assurance standards. UNHCR Manual, UNHCRs Results-based management and protection principles, UN/ UNHCR financial/budgetary rules and regulations and UN/ UNHCR wide reforms and developments globally and in a given country context will guide the work of the Programme Monitoring Officer.

S/he is also expected to stay abreast of the challenges posed to the country by the political context, the UN and humanitarian reform and institutional developments. S/he is expected to work very closely with the Evaluation Colleagues

The incumbent may supervise a team of both professional and support staff.
Externally, engages predominantly with persons and represents UNHCR on subject matters related to monitoring issues (e.g. counterparts in other organizations or at working level in national Governments).

The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity.

Duties

– Support the development and management of the operation¿s monitoring portfolio and the consistency and coherence of UNHCRs monitoring activities.
– Assist in setting up and managing UNHCR¿s approach, systems and tools for monitoring protection, assistance and solutions results (impact, outcomes, outputs) together with relevant teams and ensure a results based monitoring culture throughout the operation and the operations management cycle.
– Support the development of sound Theories of Change and related Results Frameworks, the measurability of multi-year protection and solutions strategies and annual plans and appropriate measurement tools and indicators. Support evaluation planning for Results Frameworks
– Support setting up monitoring systems, the tracking and analysis of indicators and sharing with senior management to guide programme and management decisions.
– Guide teams in data collection methodologies, data sources, management and analysis, including qualitative and quantitative data, in close collaboration with evaluation, data and IM staff.
– Support coherence on monitoring standards, plans, tools, indicators and resources across UNHCR and project partners and that protection and solutions principles, including age, gender and diversity and data protection, guide all monitoring actions.
– Support senior management on monitoring findings and possible course-correcting actions, keep track of management decisions and follow-up actions and communicate monitoring findings to key stakeholders.
– Guide and train UNHCR and partner staff in UNHCRs results based management monitoring standards and procedures.
– Cooperate and coordinate with partners and stakeholders to facilitate coherence of monitoring approaches across multi-partner initiatives and engage in UN fora on monitoring (UNDAFs, HRP, RRP etc.).
– Support processes to link monitoring to the operation¿s evaluation and risk management plan.
– Facilitate. In partnership with Evaluation colleagues, innovative solutions for monitoring and facilitate lessons learning within the operation, UNHCR in the region and globally, and among other stakeholders and contribute to UNHCRs global community of practice on monitoring.
– Seek advanced technical support from and collaborate with regional and headquarters monitoring and evaluation advisors for overall coordination of priority M&E activities.
– In the bureaux assist in determining thematic areas or projects for decentralized evaluations.
– Perform other related duties as required.

Minimum Qualifications

For P3/NOC – 6 years relevant experience with Undergraduate degree; or 5 years relevant experience with Graduate degree; or 4 years relevant experience with Doctorate degree

Relevant Job Experience
Essential:

Experience in planning, monitoring and evaluation in an international development and/or humanitarian context. Experience in setting up systems and rolling out monitoring frameworks. Experience in results-based management. Experience in managing a variety of internal and external stakeholders in a cross-cultural professional environment.

Desirable:

Demonstrated experience in collaborating with UN development or humanitarian actors, frameworks and coordinating mechanisms. Experience in working with Government and institutions. Experience in data management and statistics, including surveys and indicator management. Experience with organisational change processes. Experience with UN programming. Experience in strategic planning processes and in coordinating and drafting strategies and plans, in particular on protection and solutions, advocacy, or partnership building.

Nature of Position:

UNHCR Rwanda is providing protection service and assistance to about 126,000. This statistic includes mainly refugees from the Democratic Republic of the Congo (59.60%) and from Burundi (39.87%); about 9,500 people at risk of statelessness are recorded. The Operation is also providing emergency protection solution to refugees and asylum seekers evacuated from Libya; this group is hosted in an emergency transit center (586 persons hosted at the end of September).

Refugees are hosted in five refugees camps and in the emergency transit center (ETM). About 10% of refugees are living in urban areas. UNHCR has 1 Sub-Office (Kirehe), 3 field offices (Huye, Nyamata and Kiziba) and 1 Field Unit (Kabarore).

The Government policies towards refugees are inclusive and provide an opportunity for refugees to be included in the socio-economic tissue. Refugees are allowed to work and settlement out of camps if they could sustain themselves. UNHCR is co-chairing the refugee coordination meetings with the Ministry in Charge of Emergency Management (MINEMA).

UNHCR’s activities are implemented through partnership agreements with 7 NGO (including 2 national NGO) and one government ministry. Moreover, UNHCR is implementing directly some activities like construction works, procurement of fuel, medicine, agriculture inputs, etc.

The incumbent will lead the development and updating of the operation monitoring tasks according to UNHCR’s standards. She/He will assist the head of operation in monitoring protection and assistance results. She/he will work closely with the multifunctional team (MFT), sectors leads and sub/field offices to organize and implement monitoring (M&E) activities by guiding the data collection process and data analysis. Moreover, she/he will also work with partners on monitoring and evaluation of their activities.

The incumbent is expected to work with the Programme Unit and in line with the multi-functional team (MFT), ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

Living and Working Conditions:

The Republic of Rwanda is a landlocked country in the Great Lakes region of east-central Africa, bordered by Uganda, Burundi, the Democratic Republic of the Congo and Tanzania. UNHCR enjoys cordial working relations with Government Officials, other UN Agencies and Partners. In Kigali, basic health facilities are available including with a UN Dispensary that can provide 1st Aid assistance and guidance. Domestic supplies are available on the market. Housing conditions in the capital Kigali are of good standard and rents are reasonable. There are good international schools existing in Kigali at the primary and secondary levels. The main airport in Kigali has several international flights with easy connections to and within the region.
