The position of Partnerships and Resource Mobilization Advisor will develop, lead and implement a partnership strategy, that are responsive to the Initiative’s strategic vision, objectives, and results-orientation and to ensure the Fund maintains adequate funding stream levels from global donors.

The Partnerships and Resource Mobilization Advisor will be responsible to advise the Global Coordinator on strategies and plans for resource mobilization. The Advisor will also be responsible for working closely with UN agencies and partnership units within these for joint and coordinated efforts. The Partnerships and Resource Mobilization Advisor works under the direct supervision of the Deputy Executive Coordinator of the MPTFO, with a matrix reporting to the Spotlight Initiative Global Coordinator,

Duties and Responsibilities

Strategic Partnerships Planning 

  • Further develop and implement the Spotlight Initiative’s Partnership and Resource Mobilization Strategy with the key aim to enhance the impact and influence of Spotlight Initiative’s strategic priorities and concretely ensure funding is secured for Spotlight Initiative 2.0.
  • Develop a political analysis and mapping of potential partners, their priorities and entry points for engagement, and new opportunities including innovative financing, funding opportunities aligned to the 2030 Agenda, domestic resource mobilization. 
  • Support the Spotlight Initiative Secretariat in the mobilization of financial resources through in-depth analysis of donor-specific ODA trends, political and economic developments, aid policies, practices and budget allocations in specific donor countries.
  • Integrate into the plan specific elements to leverage the commitments made to the Generation Equality Forum Action Coalition on GBV in close coordination with the Action Coalition leads and secretariat.

  • Promote a structured engagement of the Spotlight Initiative with new partners, including non-traditional stakeholders, interested in collaborating with and supporting the Spotlight Initiative financially.
  • Represent the Initiative with potential donors, partners and in inter-governmental efforts around the UN Permanent Mission system as well as in other forums.
  • Take the initiative to design and execute innovative proposals, including on ways to support  Spotlight Initiative’s new areas of work such as bridging the humanitarian-development context, economic empowerment, mental health and other areas, including new geographic areas of coverage. 

Resource Mobilization outreach 

  • Identify and develop opportunities through active outreach for resources mobilization and advise on appropriate strategies and approaches to seize them. 
  • Act as a key resource for the Spotlight Initiative’s senior leadership and provide technical advice during negotiation processes, oversee the preparation of partner meetings and adequate follow-up on action points agreed towards their engagement.
  • Build momentum and lead the Spotlight Initiative Secretariat towards a large replenishment/resource mobilization event by gathering partnership opportunities and funding commitments, leading on the strategic planning of the event, including informal and formal pre-negotiations/meetings/events.
  • Provide strategic advice and recommendations to the Spotlight Initiative Secretariat to support the identification in cooperation with MPTFO of appropriate legal instruments to manage the donor relations and negotiate on the agreement terms with partners.

  • Ensure effective and timely communication and reporting back to the prospective donor partners with strong result-orientation and accurate information in collaboration with the Spotlight Initiative Secretariat.

  • Partnerships Management : Ability to build and maintain partnerships with wide networks of stakeholders, Governments, civil society and private sector partners, experts and others in line with UNDP strategy and policies. 

  • Negotiation and InfluenceAbility to reach an understanding, persuade others, resolve points of difference, gain advantage in the outcome of dialogue, negotiates mutually acceptable solutions through compromise and creates win-win situations
  • Strategic engagement :Ability to capture and sustain attention, interest and agreement of high-level, influential policy and decision makers and secure their buy-in of high-level vision and objectives 
  • Resource MobilizationAbility to identify funding sources, match funding needs (programmes/projects/initiatives) with funding opportunities, and establish a plan to meet funding requirements

Required Skills and Experience

Education:

  • Master’s Degree in international relations, international development, Public Administration, Business Administration, political or social sciences, or related field. 

Experience:

  •  Minimum ten (10) years of professional experience in development cooperation.
  • Of which, at least 5 years of experience in partnership management, resource mobilization, and/or advocacy is required 
  • Experience in resource mobilization and partnerships strategy development, including UN partnerships and/or public relations at the international level 
  • Experience in partnership building, resource mobilization, and advocacy for gender related programming would be an asset.
  • Prior experience or understanding of pooled funding instruments would be an asset.
  • Prior experience working in a multi-stakeholder Initiative, preferably within the United Nations would be an asset

Language proficiency: fluency in English is mandatory; command of French and/or Spanish is desirable
