Level: No grade assigned

Organization: AF_TCD Chad

Work Schedule: Full-time


  • Supervise the Incident Management System (IMS) in Chad, aligning it with WHO’s essential functions in emergency response.
  • Coordinate with health authorities and partners to define priorities and strategic objectives for the health response, while fully respecting humanitarian principles.
  • Ensure rapid risk assessment and situation analysis in the event of public health events or emergencies, guiding initial emergency response.
  • Manage the deployment of resources and personnel, establishing a clear management structure in the country based on the IMS.
  • Lead the development and execution of an evidence-based health sector response strategy, plan, and appeal.
  • Ensure the implementation of disease surveillance, early warning, response systems, and technical standards for health operations.
  • Promote and monitor the application of technical standards and best practices, providing relevant technical expertise to stakeholders.
  • Maintain effective communication and information sharing with the country office and AFRO, ensuring transparency and accountability in all operations.
  • Regularly report on the level of operational implementation to the Representative and Emergency Team Leader.
  • Carry out/ implement any other public health action related to the humanitarian crisis in Eastern Chad.

Qualifications, Experience, Skills, and Languages

WHO Competencies:

  • Ability to work in a multicultural environment.
  • Strong communication and training skills.
  • Knowledge of Chad’s healthcare system.
  • Knowledge of computer management techniques.

Education Qualifications:

  • Advanced degree in public health, emergency management, or a related field.


  • Extensive experience in incident management and emergency response in humanitarian contexts.

Skills and Knowledge:

  • Demonstrated leadership skills and experience in coordinating multidisciplinary teams.
  • Sound knowledge of the health sector, public health emergencies, and incident management system.
  • Excellent communication, negotiation, and analytical skills.

Languages Required (Basic/Intermediate/Advanced):

  • Proficiency in speaking and communicating in French.


  • Good knowledge of Arabic and English would be an asset
