Home-based Monitoring and Evaluation Specialist Position At The United Nations Women (UN Women)

Context

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Generation Equality was initiated to disrupt decades of under-investment and lack of progress on gender equality implementation. The initiative intends to support the achievement of the SDGs and the realization of the 1995 Beijing Platform for Action on women’s rights. With the intersecting challenges to gender inequality of COVID-19, the climate crisis, growing conflicts and intensified economic and political instability, the initiative aims both to stop reversals in women’s and girls’ rights as well as accelerate concrete progress.

Generation Equality was launched in 2021 at events in Mexico and France, and in the presence of Heads of State, VIPs, CEOs and civil society and youth leaders and activists. Initially conceived as a five-year initiative, work will continue through and beyond 2026 to enroll new commitment makers, press for collective action on gender equality and ensure accountability.

A Coordination Hub has been established in the Office of the Executive Director to foster, promote and enable a whole-of-organization approach to UN Women’s role as convenor of Generation Equality in line with the Phase II Project Document. The Hub coordinates the timely and quality delivery of project results through effective and efficient management and oversight of the project: systematic planning; monitoring, reporting and evaluation; resource management; operations support; knowledge management; internal and external coordination, communications and stakeholder engagement; cross Action Coalitions/Compact collaboration; localization; partnerships and resource mobilization. It liaises with UN Women’s leadership, senior management and Regional and Country Offices, and promotes a coordinated approach to political outreach and advocacy opportunities.

Under the direct supervision of the Project Management Specialist at the Generation Equality Coordination Hub, the Consultant will support the revision of existing monitoring tools and framework, development and implementation of the Monitoring, Evaluation and Learning and knowledge management plans and activities.

Task Description

  • Review existing M&E plans and tools and propose improvements in close collaboration with the Generation Equality Coordination Hub project management team and other relevant units across UN Women.
  • Provide coordination support for the establishment and implementation of a comprehensive tool and system for periodic monitoring, evaluation and learning.
  • Coordinate quality learning, monitoring and evaluation plans and activities for the Generation Equality Phase II Project Document that are in line with Results Based Management (RBM) principles and consistent with the overall results framework of the project.
  • Support the definition of key performance indicators (KPIs), targets, and data collection methodologies.
  • Ensure the quality, accuracy, and reliability of data collected through regular reviews and validation processes.
  • Collect, analyze and interpret data to track project progress towards the targets established in the Project Document.
  • Technically contribute to the production of annual narrative reports, donor reports and other knowledge products as required.
  • Periodically review the performance of indicators and suggest adjustments as needed.
  • Provide regular, rigorous analysis and inputs to the Coordination Hub management team regarding progress towards the objectives set by project teams and the specific challenges faced.
  • Support the organization and conduct of joint team reviews on a periodic basis to assess the progress against the agreed results/objectives, efficiency, effectiveness and needs for adaptation.
  • Generate evidence of critical lessons learned, impact achieved and document good practices for dissemination in close collaboration with relevant team members.
  • Support planning, design and coordination of internal/external assessments and evaluations of the Project.
  • Support the review and development of results based workplans and budgets consistent with the Generation Equality Phase II project document.
  • Support the development of knowledge management strategies.
  • Maintain knowledge repositories, databases, and other platforms for storing and accessing information.
  • Facilitate knowledge capture, documentation and sharing and collaboration among teams and departments.
  • Collaborate with teams to capture knowledge and best practices, and to address knowledge gaps and opportunities for improvement.

Qualifications

• Master’s degree (or equivalent) in social sciences, political science, international relations, business administration or management, public administration, or other related fields; or a first-level university degree in combination with two additional years of qualifying experience.

• A project/programme management certification would be an added advantage.

You may also like:

Experience:

  • At least 5 years of progressively responsible work experience in the area of monitoring and evaluation.
  • Experience in monitoring and evaluating programmes related to gender equality required is highly desirable.
  • Experience in applying RBM principles to planning, monitoring, reporting is required.
  • Experience in monitoring complex global, multi-donor and/or multi-country projects is and asset.

Languages:

  • Fluency in English is required.
  • Knowledge of another UN official language is an asset
