3.    Scope of Work

The Project Manager will be responsible for the day-to-day management of the Project. S/he will be reporting to the UNDP ISG Projects Coordinator (absence of Projects Coordinator, ISG Portfolio Manager is responsible). The PM will carry out overall coordination of activities while managing the team of experts. S/he will be the key contact point that assistant, associate, and short-term experts will be reporting. 

Initial quality check of the documents will be undertaken by the PM and then final control will be submitted to the UNDP ISG Projects Coordinator (absence of Projects Coordinator, ISG Portfolio Manager is responsible) for final approvals. The PM will also coordinate allocation of experts in relevant activities and liaise with the UNDP and other team members under administrative and operational issues for timely delivery of the activities.

Managing technical, administrative, operational and financial aspects of the ProjectManaging the implementation of the project activities in line with UNDP Programme and Operations Policies and Procedures (POPP) based on Annual Work Plan, including cost effective financial management and budget execution; and through providing advice, guidance and technical inputs for the implementation of the activities and components.Managing contractual relations with project partners (including EU) and ensure timely implementation of activities and monitor project progress towards project results by maintaining a hands-on overall knowledge of, and personal involvement with, all project activities.Undertaking the overall responsibility for development of progress reports of the Project by ensuring timely and quality donor and internal reporting.Ensuring that all reporting will be conducted in line with the requirements of EU and UNDP.Ensuring the strategic direction of the Project vis-à-vis national development priorities and UNDP commitments. Ensuring the steps identified within UNDP Türkiye Standard Operational Procedures (SOPs) for project management are strictly followed. Maintaining efficient and effective implementation of the Agreements between UNDP and the contracting authorities and other signatories.  Developing Annual Work Plans (AWPs) and producing Project Progress Reports, in consultation with the respective personnel. Ensuring sound financial management through managing the budget of the Project with the assistance of the related support staff of the Project and/or the UNDP staff designated for financial/administrative issues.  Supporting and coordinating at project level preparation of Request for Direct Payment (RDP) documents and/or Responsible Party Agreement (RPA) documents.Ensuring management of procurement related procedures with the assistance of the related support staff of the Project and/or the UNDP staff designated for the procurement affairs, prioritizing the quality of content and technical aspects of procurement. Monitoring the implementation of the project work plan and taking action and timely informing management in case of delays, problems, etc. Timely and high-quality reporting by collating required information and inputs from the Project Team and consultants, and incorporating financial data, following up on comments of the project partners, and finalizing the reports.Guiding the Project Team and consultants on issues related to the design, implementation and monitoring of activities.Assuring quality of the project outputs in accordance with the specific terms of reference of the assignments and the provisions of the project document. Participating in project steering committee meetings and providing the representatives of the concerned institutions with project related progress and plans. Establishing and maintaining strategic partnerships and implementation strategies defined in the project document with national authorities and local partners focusing on achievement of the project results and outcomes.Providing advice, guidance and technical inputs for the implementation of the activities and components of the Project.Maintaining a hands-on overall knowledge of, and personal involvement in, all Project activities.Monitor financial resources and accounting to ensure accuracy and reliability of financial reports, including budget revisions, as required.Ensuring that all required changes to the ProDoc take place, are based on changing project circumstances or on lessons learned during project implementation, and all significant changes are fully documented and justified, and are formally signed off.Preparing Annual Work Plans and quarterly plans as needed and planning and coordinating implementation of Project activities with partners, along with ensuring that all Project activities are implemented as per the Project’s AWP and Budget. Coordinating with relevant personnel, the development of a Monitoring and Evaluation system and a Reporting system, including the organization and conduct of field missions to target provinces.Liaising with key national and international stakeholders at the institutional level regarding the realization for activities of the Project.Fulfilling additional tasks, as required by UNDP. Quantum Profile: Project Manager30
2. 3. Managing and supervising the Project Team and consultants through provision of timely technical, operational and managerial guidance to ensuretimely and high quality technical, operational outputs and results for the ProjectEnsuring project resources are planned and disbursed efficiently and effectively as per the approved work plans and resource schedules, through maintaining day-to-day relations with the Project Team, beneficiaries, EU, TISK and UNDP. Ensuring efficient delivery of technical assistance through initiation of the individual consultant mobilization process and monitoring of inputs of the individual consultants, with the assistance of the Project Team. Ensuring efficient delivery of technical assistance through initiation of institutional contracting processes, which include development of terms of reference and technical specifications, along with contract management. Efficiently planning through guiding the Project Team for development of resource schedules and time plans, notifying the ISG Projects Coordinator, ISG Portfolio Manager and UNDP Management on the bottlenecks, problems, anticipated deviations and exceptions. Fulfilling additional tasks, as required by UNDP. Providing high caliber technical, managerial, operational, administrative and financial guidance to the Project Team and consultants.Developing institutional memory tools for the project-related reporting and correspondence. Ensuring technical and operational excellence in all project-related events with high quality (i.e. conferences, seminars, study tours, training programmmes, etc.). Fulfilling additional tasks, as required by UNDP.    25

Contribution to establishment and maintenance of inter-institutional networks and development of project-based knowledge building / management toolsCreating advocacy to promote gender equality approaches in order to achieve the UNDP Gender Equality agenda or national gender equality agenda with internal and external partners. Identifying sources of information related to policy-driven issues. Identifying and synthesizing best practices and lessons learned directly linked to the Project. Promoting organizational learning and knowledge sharing in gender analysis and gender mainstreaming. Coordinating development of policies and institutions that will address the issues targeted by the Project, together with the project partners. Sound contributions to knowledge networks and communities of practice. Participating in meetings with relevant institutions as regard to project/programme implementation.Ensuring coordination with similar projects implemented by other partners.
